The encroachment permit was approved by Caltrans during the week of July 14. This permit allows NCI to proceed with work in the Caltrans right-of-way adjacent to the 60 Freeway, including the excavation of lead-impacted surface soil from the earthen berm along the freeway frontage of the North Parcel (caused by automobile exhaust). The permit also allows for the excavation of over 50-year-old landfill waste present in the freeway right-of-way.
• Grading work was conducted on the North Parcel “deck” to prepare it for Caltrans right-of-way waste that will be consolidated under an environmental cover underneath the future building foundation. Work in this area involves the reconsolidation of material in multiple zones.
• Additional soil was imported to the eastern 32 acres of the North Parcel for use as monocover and engineered fill material. Additionally, stockpiled soil near the Greenwood Drive entrance to the North Parcel was utilized for deck fill material in reconsolidation zones of the 10-acre former landfill area.
• Excavation work was conducted to remove the existing soil cover in the SCE slope at the west end of the North Parcel. The soil cover was removed to allow slope re-grading and the construction of the SCE slope bench road and prepare the slope for the placement of an environmentally protective monocover. Monocover fill placement on the slope has already been initiated. Also as part of the work on the SCE slope, NCI raised existing Perimeter Liquids Control wells located in the North Parcel.
• A temporary access road was constructed to allow access to the OII Landfill South Parcel through the North Parcel. Access to both the South and North Parcel is restricted to authorized personnel only as a standard safety practice during active remedial construction, and a security guard station has been constructed at the Greenwood Drive entrance.

06. 10. 08 - 10:00hNorth Parcel Remediation Planning Update
The planned remediation for future redevelopment of the North Parcel of the OII Landfill is underway! The City of Monterey Park plans redevelopment of the site as a regional retail center, once the remediation is determined complete by EPA.
The 45-acre North Parcel was impacted to a much lesser degree from landfill operations than the South Parcel. A portion of the North Parcel (the western 10 acres) is a former landfill more than 40 years old, containing municipal waste and construction debris. As a result, development of this parcel with commercial uses is possible.
EPA approved the remedial design for the North Parcel in April 2008 and mobilization for the work has begun. The public may anticipate seeing equipment and remedial construction activity on site by early summer.
NORTH PARCEL REMEDIAL PHASES
Remediation of the North Parcel is divided into phases, from pre-mobilization to demobilization.
•
Pre-mobilization – This work has included conducting field investigations in specific areas to refine the clean up approach, bringing in soil for the environmental cover, and finalizing the selection of qualified contractors.
•
Mobilization – This phase includes bringing on to the site the equipment needed to do the work, clearing vegetation, installing stormwater and runoff controls, and the temporary relocation of utilities. Equipment will include earthmoving vehicles, cranes, worker and agency vehicles, and haul trucks.
•
Excavation and remediation – Portions of the 10-acre landfill extend into an area near the freeway. Waste material will be removed near the freeway to create a clean corridor for possible future freeway expansion. In addition, a few areas along the freeway contain lead-impacted surface soil resulting from decades of vehicle exhaust. These areas will be excavated and the soil placed within the North Parcel landfill prior to landfill cover construction.
•
Preparation for site redevelopment – The North Parcel clean up is planned to provide a site ready for development. The environmental work will provide final site grades that will meet the requirements for federal and state laws, and be compatible with developers’ requirements for a buildable site. This includes utility corridors above the landfill cover, and a landfill gas monitoring and collection system. After the environmental work is complete, in the future, it is expected that this portion also will be used for development, with all required and appropriate protections.

Restoration and Demobilization – In the final phase, site surveys and operations and maintenance testing are conducted. After EPA considers the work complete, the equipment, materials and workers on the remedial team are removed to make way for the City’s development team.
MITIGATION
During the North Parcel’s clean up, there will be ongoing dust control and site traffic management. Construction vehicles will be stationed within the North Parcel property and not on city streets. Hours of operation for remedial work on the North Parcel will be Monday through Friday, 7 a.m. – 5 p.m., and Saturday, 8 a.m. – 4 p.m.

New Cure Inc., (NCI), is responsible for operating and maintaining the Operating Industries Inc., (OII) Landfill site in Monterey Park, California. All the work we do is performed under the supervision and oversight, and with the approvals of U.S. EPA. NCI is also responsible for certain new remediation construction activities at and around the North Parcel.
We feel it is important that project stakeholders have the ability to go somewhere and access timely information on the progress of the project...hence this web site.
Delve in and you will find information on New Cure's work and what we do on a daily basis. (There is a new photo and video section where we can not only tell you what we do, but we can now also show you).
