North Parcel

The 45-acre "North Parcel" is located on the north side of the 60 Freeway, and is within the City of Monterey Park. It currently houses the Leachate Treatment Plant (LTP) and the Thermal Destruction Facility (TDF).

The North Parcel is a City of Monterey Park redevelopment zone and is planned for a retail center, the Cascades Marketplace. The Custodial Trust for the property is working with the development team on the sale of the property. Approximately 10 acres of the site were impacted by an old landfill and will be remediated prior to development. NCI is working with the development team on the North Parcel integrated remedy with the oversight and approval provided by EPA, while the Custodial Trust is working on its sale.

The LTP processes the liquid generated by decomposing waste. The liquids-or leachate-is pumped from the Landfill and conveyed to the LTP by above-ground piping. After treatment, the resulting waste water is sent to the Los Angeles County Sanitation District for further treatment and disposal.

The TDF operates 24-hours / day, seven days / week. Landfill gas created by decomposing waste is withdrawn and conveyed in piping to the TDF. The majority of the gas is then destroyed at 1800°F to make it safe for release. About five percent of the withdrawn landfill gas is first fed into a series of micro turbines that generate enough power (400 kilowatts (kW)) to operate the LTP and TDF, and then is sent back to the TDF for destruction. The exhaust from the micro turbines is sent to the TDF for treatment.

The planned Cascades Marketplace will return the currently undeveloped North Parcel to community use. Access to the new shopping center will be from a new off ramp at Paramount Boulevard, and an improved Neil Armstrong Way and Greenwood Avenue.
